Condamine Power Station, QLD
BESST provided electrical engineering design and commissioning services for the 3.3kV Caterpillar 3616, coal seam methane gas fuelled, black start generator.
The generator was free standing in an acoustic enclosure. The role of the black start generator was to provide power for the VSD starter and turbine auxiliary services, for the starting of a gas turbine.
Off-site sub-contract services provided by BESST included:
· Preparation of black start operating philosophy
· Preparation of unit generator single line diagram 3.3kV
· Single line diagram, schematics and bills of materials for the 415 V auxiliary motor control
centre
· Schematics and bills of materials for the Unit Control Panel
· Network architecture drawing for the PLC and communications systems
· Schematics and termination diagrams for interface to the station 11 kV switchboard, Kato alternator and Caterpillar EMCP
panel
· Unit protection scheme, relay configuration, settings calculation for the Multilin protection relay
· Unit AVR settings calculation and configuration (Basler DECS200)
· Unit neutral earthing resistor including interface schematics
· Schematics, general arrangement and bills of materials for the local 415 V distribution board
· Schematics for instrumentation; for the RMG gas train, starting and instrument air compressor, Karl Dung leakage controller and
IS barriers
· Configuration of the generator synchronizing and fixed kW controls using Deif AGC controller and an extended display
· Schematics and bills of materials for the generator emergency stop, safety lockout system
· Preparation of the cable schedule and interconnection termination diagrams
· General arrangement of the electrical items in the enclosure and cable routes
· Factory acceptance testing
· Responding to client questions and requirements, attendance at client co-ordination meetings and client inspections
On-site sub-contract services provided by BESST included:
· Site electrical supervision of the unit generator construction at Condamine Power Station, Miles
· Site acceptance testing of the 415V station auxiliary motor control centre, feeder transformers, neutral earthing resistor and 24
VDC control battery systems
· Supervision of the commissioning of the unit auxiliary systems, instrument air, starting air, gas train, and air compressor
· Supervision of commissioning of unit generator including insulation testing, protection relay primary injection testing and control
systems functional testing
· Supervision of generator unit load testing with block loading / unloading acceptance
· Site acceptance testing of the generator, including black starting of gas turbines
· Liaison with the client and interfacing with other site contractors
